Emmen Will Implement Rüüssegg Starting This Fall
Construction of the Rüüssegg neighborhood is set to begin in the fall of 2026 at Seetalplatz in Emmen. By the end of 2029, 344 apartments and approximately 1,733 square meters of office and commercial space are planned. Construction will begin all at once in a single phase rather than in stages.
At Seetalplatz in Emmen, one of the larger residential development projects in northern Lucerne is moving into the implementation phase. Construction in the Rüüssegg neighborhood is now scheduled to begin in the fall of 2026. The project will include 344 apartments, comprising rental units, affordable housing, and condominiums. In addition, there will be approximately 1,733 square meters of office and commercial space.
This marks the concrete realization of a project that, after receiving a legally binding building permit, initially saw no visible start to construction. Now, the development is to be carried out in a single phase rather than in multiple stages. For the Seetalplatz site, this is more than just a scheduling decision: Consolidating the project shortens the phase between planning, marketing, and neighborhood development, and makes it easier for developers and the surrounding community to plan ahead.
A Neighborhood in One Go
According to available information, the complex is scheduled for completion by the end of 2029. The plan calls for 186 rental apartments, 58 non-profit apartments, and 100 condominiums. The development will also feature common areas and additional hobby rooms. Halter is serving as the general contractor. The rental apartments are being developed by La Foncière Urban Development SA; the affordable housing units are being developed by a nonprofit investment foundation; and Halter itself is developing and selling the condominiums.
The project mix is remarkable for Lucerne-North because it brings together different sponsors in a single project. On the one hand, this creates broader usage options; on the other hand, it increases the need for coordination in development, marketing, and the construction process. The fact that the project is now launching in a single phase indicates a reorganization of the implementation, not a scaling back of the project.
Seetalplatz Remains a Development Priority
Rüüssegg is located in an area that the canton and municipality have been promoting for years as a development priority for Lucerne North. New residential and commercial spaces are being created around Seetalplatz, accompanied by investments in mobility and public spaces. Rüüssegg is thus part of a larger transformation in which a transportation hub is gradually being transformed into a denser urban neighborhood.
For the real estate market, clarity regarding the timeline is particularly important. Following a phase of subdued demand for certain segments of the supply—and despite the project’s complexity—the project is now entering the construction phase. The key factors will be whether the mix of rental, owner-occupied, and affordable housing at this high-traffic location proves successful in the market and how quickly it develops into a functioning neighborhood.
