Isleren Takes a Step Forward in Rudolfstetten
In Rudolfstetten-Friedlisberg, the public participation process for the development plan for the Isleren area has been completed. The plan calls for 17 apartment buildings with approximately 300 units for about 660 residents. The next step in the process—the public review period—is still pending.
The public participation process for the “Isleren / Im Birkenhain” special-use zoning plan was officially published in June 2026. This marks the start of the finalization phase for the development of the large residential area in Rudolfstetten-Friedlisberg, prior to the design plan being made available for public review.
The project remains significant in scale. Plans call for 17 apartment buildings ranging from three to eight stories and a total of approximately 300 apartments in the Isleren area. According to the documents available so far, the neighborhood is designed to accommodate approximately 660 residents. The residential use will be complemented by commercial space, a daycare center, and communal open spaces.
Land Sale as the Political Basis
The key political decision was made as early as 2024. At that time, voters authorized the municipal council to finalize the land transactions for the site. According to the municipal referendum documents, this allowed the planning process to continue, while the public’s right to comment in subsequent planning and permitting procedures remained reserved.
This procedural status is relevant for the real estate development because the design plan for the Isleren area is explicitly tied to heightened quality requirements in the revised Building and Land Use Ordinance. A qualified competitive bidding process was required beforehand. In addition, underground parking is part of the planning requirements for such development areas.
First Phase Targeted for 2028
The overarching planning context now also specifies a timeframe. In the implementation table for the Aargau-East Agglomeration Program, Rudolfstetten-Friedlisberg Isleren is listed with completion of the first phase in 2028. At the same time, the table notes that the design plan is still being developed. This means that further procedural steps remain to be completed before construction can begin and the project is ready for occupancy, in particular the public review period and the subsequent approvals.
