Frauenfeld’s structural plan is coming under pressure even before it has been approved

56 submissions received during the public consultation process have forced Frauenfeld into the next stage of the revision of the structural plan. The cantonal preliminary review is also expected by the end of 2026. Only then will amendments be incorporated, before the objection procedure and approval process follow.

The revision of the Frauenfeld City Master Plan is moving into the next phase, with a clear need for adjustments. During the public consultation period from 27 May to 31 August 2026, 56 submissions were received. These will now be assessed alongside the ongoing cantonal preliminary review and, according to the town, are likely to lead to adjustments on several points.

For the property and location development sector, this is more than just a formal interim step. The municipal master plan sets out the strategic guidelines for settlement, open space, energy and transport, and serves as the basis for local planning in the coming years. According to the city, the planning horizon extends to around 2040, even though the structure plan itself does not yet specify any projects that are ready for construction.

Public consultation is not holding up the timetable, but is delaying certain details
The city had revised the 2011 master plan to respond to population growth, changing mobility patterns and the transition in energy supply. In a response from the City Council dated 31 March 2026, the municipal master plan was already described as a strategic instrument for the next 15 years, aligned with guidelines from the federal government, the canton and the conurbation.

This now makes it clear where the sticking points might lie. In the political debate, issues such as the prioritisation of measures, the feasibility of implementation, and topics including affordable housing, open space development, the urban climate and transport have recently been the subject of critical discussion. The city intends to determine which amendments will actually be adopted only once the evaluation has been completed and the cantonal feedback has been received.

Next decisions to follow in 2027
The canton’s feedback on the preliminary review is expected by the end of 2026. Frauenfeld then intends to respond to the submissions, incorporate changes into the structure plan and publish a public consultation report. This will be followed by the objections procedure, the adoption of the revised master plan by the local authorities and, finally, approval by the canton.

For project developers, landowners and planners, it therefore remains to be seen for the time being which spatial, transport and open-space-related requirements will be given greater weight in the final version. However, it is already clear that strategic urban development in Frauenfeld will not proceed without a hitch, but will need to be refined in several areas.
