This follows the consultation on amendments to the Energy Act launched by the Federal Council on 19 June 2026. The proposal provides for a right to charge electric vehicles in residential properties where tenants, flat owners or co-owners use an associated parking space and the installation is reasonable. This does not necessarily require an individual wallbox, but rather the basic installation comprising cabling, load management and billing.<\/p>\n\n\n\n

For owners, this represents a direct intervention in investment decisions regarding existing blocks of flats. In tenancy agreements, the costs of the basic installation are generally to be passed on as part of the car park rental charge. The federal government intends to refer disputes to the civil courts. This means that the conflict is not removed from the building but, in cases of doubt, is shifted to the legal proceedings.<\/p>\n\n\n\n

Parliament gave the mandate
<\/strong>The bill implements Motion 23.3936 tabled by GLP National Councillor J\u00fcrg Grossen. After the National Council approved it in June 2024, the Council of States also adopted the motion in June 2025. In its documentation, the Federal Council points out that a lack of charging facilities at home remains a key obstacle to the switch to electric vehicles.<\/p>\n\n\n\n

Conservative bloc puts the brakes on
<\/strong>Resistance from the property owners\u2019 camp is particularly fierce. The Swiss Property Owners\u2019 Association rejects a statutory right to basic installations and warns against a disproportionate encroachment on property rights. Cantonal voices from the conservative camp are also opposing the mandatory requirement. At the same time, Basel-Stadt and other supporters expressly back the revision, as it is intended to facilitate the expansion of electric mobility in densely built-up residential areas.<\/p>\n\n\n\n

For the property sector, the cost issue is key
<\/strong>For the property sector, the proposal is far more than a signal regarding transport policy. It affects renovation planning, technical infrastructure, service charge models and governance within condominium associations. Particularly in the case of existing properties, the obligation could trigger new investment, even though only a few users may wish to charge their vehicles immediately. It therefore remains to be seen not only whether Parliament will approve the obligation, but also how precisely the concepts of reasonableness, cost pass-through and responsibilities will ultimately be defined.<\/p>\n","protected":false},"excerpt":{"rendered":"
