The project at Rotbuchstrasse 18 and Seminarstrasse 19 has been approved for years, yet nothing has been built to date. The 2,914-square-metre municipal plot is earmarked for the construction of 42 social housing flats and a nursery. Several local residents have taken the case to the Federal Supreme Court following the decision by the Zurich Administrative Court.<\/p>\n
The conflict is a sensitive one because it pits two of the City of Zurich’s political objectives directly against one another. On the one hand, affordable housing is to be built on municipal land. On the other hand, the rules on tree preservation in Zurich were significantly tightened in March 2025 and further clarified by the City Council in April 2026. <\/strong>The background to this case makes it particularly contentious. In 2023, the City of Zurich granted the Einfach Wohnen Foundation a 62-year building lease for the site. At that time, construction was still scheduled to begin in 2024, with occupancy planned for 2026. The project has since been put on hold, whilst the political and planning significance of large urban trees has continued to rise.<\/p>\n
<\/strong>According to the project developer<\/span>, there are 25 trees on the site. Eight are to be felled, 17 preserved and a further 12 new trees planted. The city justifies the stricter tree protection measures on the grounds that large trees are particularly important for heat mitigation and the urban climate, and that their effect can only be achieved through replacement planting after decades.<\/p>\n
