His motion, M 618, was submitted on December 1, 2025. It argues that the requirement constitutes a disproportionate encroachment on freedom of property ownership and planning. Especially for existing properties, structural, technical, and economic requirements are often demanding. Photovoltaic systems should grow through incentives, not through legal obligations.<\/p>\n\n\n\n\n\n
<\/strong>The Lucerne Cantonal Government wants to maintain the mandate and is moving to reject the motion. Its reasoning is pragmatic. A roof renovation<\/span> often offers the only realistic opportunity for a PV installation for decades.
