The staff cuts follow a build-up of political pressure extending as far as the Grand Council. In June 2026, the Audit Committee published a special report on the Building and Hospitality Inspectorate, having investigated the situation since 2024. The report focused on shortcomings in organisation, responsibilities and procedures relating to building permits.

The Department of Construction and Transport has now announced that Luzia Wigger Stein will take early retirement at the start of 2027 and that the post will be advertised shortly. The department is seeking a new head with experience in architecture and the construction industry. For project developers, property owners and planning firms, this is more than just a personnel change, as the office in Basel-Stadt coordinates and manages building permit procedures on private plots.

Criticism targets the core business The department itself is responsible for planning permission, building inspections and hospitality licences. Particularly when it comes to building applications, this is a key hub where the speed, coordination and reliability of the process are determined. If procedures stall at this stage, it affects not only individual building projects but also the timetables, financing and marketing of entire projects.

Digitalisation is already underway It will therefore be crucial to see whether the new management simply stabilises the Inspectorate’s staffing situation or whether it also streamlines the operational aspects of the planning permission system. It is precisely on this basis that Basel will be judged from early 2027 onwards as to whether the change is in fact more than a belated acknowledgement of the problems.

Basel-Stadt is pulling the plug on the Building and Hospitality Inspectorate. The criticism is directed at the area that matters most directly to the property sector. Developers have long complained about the length of the procedures. At the same time, the culture of leadership and collaboration, both internally and externally, has repeatedly been a topic of discussion. The cantonal government intends to respond to the recommendations of the Audit Committee in September 2026. It therefore remains to be seen whether the change in leadership will be swiftly followed by organisational changes.

Some of the countermeasures are already in place. Basel-Stadt points to a fully digital online building application process without paper files, as well as expanded advisory services. The canton’s website offers online appointments for consultation sessions, as well as daily telephone consultation hours from 9 am to 11 am and from 2 pm to 4 pm. These changes are intended to facilitate access to the process, but do not address the unresolved issue of shorter processing times.
